Why Does My PDF Keep Opening Sideways?
Usually the page itself was saved sideways, often by a scanner or a phone app. Turning it in a PDF viewer may not save the change, so it opens sideways again. Rotate those pages here and use the new copy from then on.
Does Rotating a PDF Lower Its Quality?
No. Each page keeps the same text, images and fonts, and only its rotation setting changes. Scans are not compressed again, and text you could select stays selectable. The file size usually stays close to the original. To make the file smaller, use the PDF compressor.
What Stays in the Rotated PDF?
The tool changes your existing file instead of copying pages into a new one, so almost everything stays:

No. A PDF page can only be turned in steps of 90 degrees, so the choices here are 90° clockwise, 90° counterclockwise and 180°. Straightening a slightly crooked scan means redrawing the page, which this tool doesn't do.

Can you permanently rotate a PDF?

How do I rotate only one page in a PDF?
Hover over the page and click its rotate button to turn it 90° clockwise. Or click the page to select it and pick 90° CW, 90° CCW or 180° in the panel. The other pages stay as they are. Each turned page shows a badge with how far you turned it, such as 90°.
How do I rotate all pages in a PDF?
Under Rotate all pages, click 90° CW or 90° CCW. For 180°, click Select All first, then click 180°. Reset Rotations puts every page back the way it was before you download.
How do I turn an upside-down PDF the right way up?
Select the upside-down pages and click 180°. To flip the whole file, click Select All first. Turning a page 90° clockwise twice does the same thing.
Can I rotate a password-protected PDF?
Not while it's locked. A PDF that needs a password to open won't load, and one that blocks editing can't be rotated. If you know the password, remove it first with Unlock PDF, then rotate the unlocked copy.
