An ICO file is the icon format Windows uses for apps, shortcuts and folders, and websites use it for favicon.ico. One .ico file can hold the same picture at several square sizes, such as 16×16 and 256×256 pixels. Windows picks the size that best fits each view. A PNG holds one image at one size.

Yes. Each size is saved as a PNG inside the .ico, so see-through areas stay see-through. A non-square image is centered with clear space on two sides, never stretched. A JPG has no see-through areas, so its background stays. To remove it, make the background transparent first.
How Do I Make an ICO File That Isn't Blurry?
Start from a square image at least 256×256 pixels. Every size is drawn from your original, so a smaller image gets enlarged for the big sizes and looks soft. Keep the design simple too, since thin lines and small text are hard to read at 16×16.

Will the ICO file work on Windows 10 and 11?
Yes. Each size is stored as a PNG inside the .ico, which Windows Vista and later can read, including Windows 10 and 11. Windows XP and some old programs only read the older BMP kind of icon, which this tool doesn't make. On a Mac, Finder and Preview may show only one size, even though the file holds them all.
