500KB is a file size: about half a megabyte, or 512,000 bytes in this tool, which counts 1KB as 1,024 bytes. It measures how much storage the image file takes, not its width and height in pixels. Resizing changes the pixels. Compressing to 500KB changes how much data those pixels are stored in.

Progressive JPEG is on by default, so the image draws in passes on a slow connection.

Can I compress an image to 500KB without losing quality?

Not with zero loss, since JPG and WebP drop some detail each time they are saved. You can keep more of it: raise Quality to 85 or 90 before you press Compress. The tool starts from that number and only steps down if the file is over 500KB, so a photo that fits at 90 is saved at 90. At the default of 75, it would be saved at 75 even if more would fit.
